Description of project and customer issues

Located in the port area of Owendo, the New International Port of Owendo (NOIP) is a port infrastructure serving industry and trade in Gabon.

A subsidiary of the Arise Ports & Logistics group, this port terminal is equipped to handle the entire logistics chain for a wide range of cargo, from ship to industry, thanks to modern equipment and its own logistics fleet.

Aegide International was commissioned by the NOIP in October 2022 to conduct a diagnostic assessment of its road safety performance and implement a road safety management strategy.

In response to the findings of the assessment, Aegide International was engaged to assist NOIP in developing and implementing a risk-based approach to road safety. This is a first step in developing a strong safety culture that will protect NOIP's staff, customers, assets and global operations.

Project objective

The main objective of this project was to support NOIP in implementing a road safety management system (RSMS) that would align the company with the certification requirements of ISO 39001.

Scope of the project

The execution of the project took place in three stages according to the following approach:​

  • Gap analysis: evaluation of skills, examination of documents, interviews, observation in the field​
  • Capacity/skills strengthening:
    • Training / awareness of the ISO 39001 standard requirements "Road safety management systems" (12 people)​
    • Training session of trainers - VL / PL / 4X4 (7 people trained)
  • Development of a Road Safety Management System:
    • Animation of collective workshops around the following themes: SWOT; Vision ; Risk mapping; Stakeholder cartography ​
    • Establishment of a strategic vision (road safety vision, road safety policy, safety objectives, key performance indicators) ​
    • Implementation of an organization (organization chart, roles and responsibilities, action plan, resources, monitoring and evaluation)
    • Establishment of an operational road safety dashboard.
